Painting Techniques Questions

I have a few questions regarding painting techniques for high gloss, super shiny finishes (black and chrome) for helmets and such, like darth vader/daft punk helmets. After doing a few searches I started getting the impression that you have to use an airbrush? I've been using spray cans and various sandpaper with grits from like 300 to 3000. I've gotten my mask/helmet to be somewhat shiny but not as shiny/glossy as I want it to be. Here's my Black Mask mask based on the Arkham Origins Batman video game:

The teeth is just matte silver even though the spray can said "chrome". Needless to say, I'm still pretty new at all of this. I've also read a little bit about this MicroMesh and its 1200 grit which is impressive. I think I'll definitely grab some of that.

So my questions:

1. Do I need an airbrush to get shiny black and silver chrome detail on my helmet?
2. If yes, what airbrushes and airbrush paint brands or specific models do you recommend? Please do take into consideration that I don't have a lot of money so me not settling for the higher end quality airbrushes is okay with me :p
3. About how much would I be spending if I need an airbrush, gloss black, and chrome (and any other materials)?
4. Are there any threads anywhere that I apparently didn't find that go over these painting techniques?
