Trekman1017, without seeing it... and if it were me, I would make a small sanding strip. Use a wooden coffee stirrer (like from starbucks) then get some thin double sided tape (wallmart). Then get some 400, 800, 1000, 1500, and 2000 grit wet sand paper. Cut the ends of the stirrer flat. Cut a 1" x 1/4" (or the width of the stirrer) and stick the tape to one side at the end of the stirrer. Cut a piece of the 400 sand paper the same size then stick it to the tape on the stirrer. If you follow, you can do this 4 times on one stirrer. something like 400 and 800 on one side at each end then 1000 and 1500 on the other side at each end. This should give you enough reach and should be small enough to reach the area in question. Just wet sand the paint away, then wet buff with the 1000 and 1500. If you still can not get at it, I would try a very small brush and some paint and decal remover but you may want to mask the surrounding area. Thats what I would do, but I am very inexperienced and tend to learn from messing up and re-doing.
