It could be they didn't have the new one ready at the time the picture was taken. It could also be they are listening to some of the complaints about the sonic being used too much. My guess is they either didn't have one on hand during the photo shoot or didn't release any yet with it.

I think it has more to do with the pose than anything else. He looks like Pertwee minus the silliness. I'm cool with that.

Oh, I'd say it's a wee bit more than JUST the pose...

Pose, coloring, etc. Literally the first thing I thought when I saw it was "Cool! Like the 3rd Doctor!"

As for the lack of a Sonic in the pose...maybe he'll do more Venusian aikido.
