Need help making a Belt

Hey guys!

I'm new to making costumes and props and so far I've only really worked with foam.
However, I want to make a belt like the red/black one in the picture below, but I'm not sure how to do it.

I have fabric and synthetic leather for the job, but I'm not sure how to get the ruffled effect on the red, and how to attach everything in the back.

The back of the costume is exposed so I can't just pin it together and cover it up with a robe or something..

Any tips on how to do it? It doesn't seem horribly difficult, but I am next to useless when it comes to fabric :')

I think it's the latter, but there's 2 black belts.
I counted on there being 2 anyway, I have the belt buckle already made and it accommodates for 2 strips of leather.
 
2 black leather strips, looks like maybe 3/4 inch.

For the red, get a sheet twice as wide as you want, then place a straw on the red fabric, fold the fabric over the straw. Sew the fabric together where it meets after wrapping around the straw. Repeat for each fold.The underside of the red will have a bunch of loops where the straw was.
