Wow, I saw I commented in this thread and didn't recognize it.    That was a long time ago.

Jus to venture a guess...with it being fiberglass and being clear-ish I'd guess that's an epoxy though.  If you google epoxy and fiberglass it'll give you some ideas to that type of material.
