Help with Jigsaw Mask material

Hi!

OT: This is my first post in this forum! :lol

Okay so I want to make a Jigsaw mask from the movie Saw: Saw - Wallpaper (#408073) / Wallbase.cc

Like this! Now I would need some advice on how to start making this mask. How would i do the base, and material on this mask looks like fiberglass, doesn't it? Can you buy fiberglass like "plaster fiber"!? << don't know what it's called
