HELP: Making groot stick for stormbreaker

Gearing up for a IW Thor build and as the titel says i need help with the handle of stormbreaker, the part I got stuck on is making the handle taper and go from wide at the pommel to narrow at the axe head, i only have access to basic materials like foam and pvc pipe so unfortunately 3D printing and sculpting/casting is out of the question for this one

Glue multiple sheets of foam together to the thickness you want it and have a sturdy piece in the center before gluing the two halves together then draw your pattern on the top and bottom of the foam then carve the shape with a dremel

Would it be sturdy enough with just the foam of should I have some sort of skeleton?

Best to put a wooden dowel or something just to be safe
