Gipsy Danger and Leatherback

My boyfriend has agreed to do a couple's cosplay with me, so I wanted to pick something big and impressive for next year. I love Pacific Rim, so originally I thought Mako and Raleigh would be fun. But then...I decided I want to be Gipsy Danger.

I want to make this costume badass, so I'd like to incorporate LEDs and I want the reactor in the chest to spin. The LEDs shouldn't be too terribly tough to figure out, but the reactor has me stumped. How do I make it spin?

Also, Leatherback. I want my boyfriend to have a costume that looks incredible, but I'm not an experienced mascot/fur-suiter. What would be the most accurate way to get the reptilian skin?

Spinning things have been the bane of my boyfriend's existence this summer. We're doing Raleigh and Mako suits and originally wanted to do the rotating arm lights from the scene when they power up the big cannon. Only problem is those are definitely CGI and don't exist in real life. He tried drawing up a bunch of ways to do it, including cannibalizing parts from spinny light baby toys from Walmart. I'm not the electronics expert between us, but I know you need something with a motor that rotates. You probably have more places to hide one than we do, but basically it needs motor, housing, battery, switch.

As for the kaiju, maybe L200 foam coated in latex, silicone, or polyurethane? Never tried silicone, but I've sat in a workshop about costuming with foam and silicone, so it can be done. Just need to search it up. Sculpt in clay and cast in foam latex? Look about for Crabcat's videos because they did Kaiju mascot suits for a fanvideo last year.
 
I believe I've seen someone use a computer fan for the chest reactor.

Good luck! These are costumes I'd like to do sometime too but are currently way beyond my skill level so I'm working my way up to them. :)
 
That computer fan sounds like a fantastic idea!

Okay so I've found a possibility for the visor- it's supposed to be kind of amber, and I found a football visor that has the same color. But I don't want people to be able to see my face behind the visor. If I layer the amber visor over a welding visor, or something similar, would it make it opaque enough to block people from seeing my face? Also, would it make it too dark for me to see decently indoors?
