Soft solder would be a great way to get the curved rod look, I would still try to get the basic shape of the skull right. I would also invest in the steering wheel, it right about 50-60 bucks, but makes the item more legit looking.

Still strategizing on the form to run the wire on. I would say based on this photo:

I'm going to make the teeth area out of PVC or ABS pipe since I don't have a lot of confidence in much else being able to hang out there in thin little strips like that. Plus it'll have a nice symmetrical curve.

Well, I've twisted and turned images as much as I can and I think this is a pretty close representation of the skull's shape:

I think it looks really wide at first glance, but when I tilt it at the same angle as some of the shots it looks really close. This is the best shot I could find showing how wide it is:

Any opinions? Obviously its left eye needs that little indent on the brow and I also think that eye is much rounder at the bridge of the nose, but I'm just going for the outline right now. Also, I realize that the outer teeth are really wide, like probably an inch or so, but looking from the front they appear skinny because they wrap around.

Not much to look at, but I know everyone likes in-progress stuff, so here's where I'm at:

This is actually a mini version, about 4" tall, just to see how it's going to work. I happened to have a piece of PVC pipe that was perfect for this size. I ended up making a base out of sheet styrene, JB Welding the pipe to that, then gobbing on a bunch of body filler. So far so good, although I know the hard part is the wire.

Okay, so I was a bit discouraged because it really looked like mine was turning out to be freakishly wide. But I decided to pick up the Dremel and see where I could go with my little test model. Once I got to refining it, it looked much better but still too wide. Comparing it with the screen shots, I took some off the sides and refined the cheeks, and I think it's much better.

Keep in mind that I left some room for the wire, like on the eye notch, which is wider than it will be in the end.

Also while looking through the images I noticed that the teeth and bottom of the cheeks don't sit flat against the surface of the wheel like I thought. Here's how I reshaped it to reflect that:

Also note the shape of the teeth and how the outer ones are longer than the inner ones. All of this is from looking at the pictures.

I know the skull isn't thick enough (should stick out farther from the steering wheel), but after I discovered the quirk with the teeth and cheeks I'm going to add another layer of styrene to just the part from the cheeks up and I think that will be enough.

I'll be posting a final image of the outline when I'm done with the shaping.

Well, in case anyone is interested...

I just couldn't find the right wire to use. Baling wire turned out to be too big, both for the mini version and the real deal. Then I went to a smaller aluminum wire, thinking it would be easier to bend at least. That stuff ended up having a weird property where it wouldn't bend in a smooth curve, it kept wanting to make polygonal shapes. Then I went to an even smaller steel wire (19 gauge), which was still too big for the mini, but I think that's pretty close for the full-size version. But then I realized I had no good way to attach the wire. I had hoped I could do all the wire shaping, then attach the whole wire "mask" to the skull with JB Weld, but certain areas are really difficult without having some of it already attached (the eyes especially). Then comes the issue of where the wire stops and starts, which is almost impossible to see on screen.

So in the end I'll have to rethink some of it. In the meantime, I just Plasti-dipped the mini one and stuck it on my car's steering wheel:
