Captain Phasma Cape Material

Looking for help with the Cape for Captain Phasma. I know its Cotton Canvas. Any clues as to what type exactly? Tent Canvas?? and What is is covered in?? Looks like its water repellent and shimmery look to it? I read Plasticity Paint? Have no clue what that stuff is or where to buy it??? Any help for my Phasma build would be greatly appreciated!

I'll be grabbing a sample of black cotton canvas from my local fabric place and then coating with clear (translucent) gesso. Hopefully that will do the trick. I'll post pics here once it's done.
