use isopon p40 its like a fibreglass paste for the surface of a mask

You could try Creatives's "PaperClay" or 'Delight" producsts- - its not super cheap - but its a non-toxic alternative a lot oc cosplay people use. However I'd just paint on layers of Vinyl resin. Think at first then more when its sealed and you don't have to worry about your paper getting soggy.
