Armor weathering/painting technique help

I've been out of the armor weathering game a few years, so before I spend too much time trying to figure this out, I was hoping to tap the collective here.
This armors weathering. Anyone got a clue at the process here? Im a bit stumped. Its not an alcohol spray nor a dry brush technique. Is it a spray and burnish type of deal?
Would love to hear your opinion.
