Looking at the high def version again, I can make out where you have written "NOT SURE WHAT THIS SAYS" There are two words and the second one is 'Library'. Maybe London Library?, or a city in London? Not being in London I can't say what's near around. I would also guess that the fine print at the bottom would be the graphic artist's name as seems to be common. Hmmm, the rest of the texts.....??????
Maybe a generic "This card entitles the holder, blah, blah, blah.....?

OK, I updated the image again, based on your suggestions, some guesswork and a fair bit of typing until I had words that were similar length (London Library was too short).

I LOVE it! I am going to print it, laminate it and find a wallet to stuff it into. Even if the real thing ever comes into surface, it will NEVER be as cool as this! Just because of all the hard work you did on it!

A couple small things:

It's "76 Totters Lane," not Trotters

And as Susan was going by Susan Foreman at the time, and the name on the scrap merchant's at the above address was "I. M. Foreman," I'd use that over John Smith.

Hard to tell what the card actually says though.

Ah well, there's what makes sense based on the continuity of the very earliest episode.... and then there's what the creators now think would make a good gag card. :)
As much as I squint I can only really see a single digit at the begining of the address, but that could just be the angle/lighting. It's possible the name says I.M Foreman, though.
I can make a second version, if you like. If you know where 76 Totters Lane was supposed to be (in London) I'll use that, too, otherwise Islington is as good a match for the blur as I can manage.

If Season 25's episode "Remembrance of the Daleks" is to be believed, it's in the Shoreditch area.

Thought I'd bump this thread now the episode has been broadcast. If anyone got an HD screencap of the Library Card I'd love to know if the text is readable.

Will be grabbing the HD feed later and as soon as I do will provide the correct grabs. Be interesting to see what else can be made out. It's still only on screen for a few seconds... but a few seconds is all that's needed.
 
This is the best I could get.

Below the picture it definitely says "Identification Card" and does the text on the other side of the card look like it says "Not Transferable" or is that just me?

Also, the name on the card appears to be "Dr. W" something. I can't read the rest because of the shine on the card.

Finally, the number on it appears to be "87989"

I'll run it through some filters to see if I can make out any more of the text.

EDIT: the expiration date seems to simply read "Nov." there may be more but if there is, it's cut off by the card holder.

Agreed on all points except the number, I can't make out half of them. Could be 82389.
