I would get a small kit for window shrink film (like for insulation) and seal it in top of your TV dinner tray.

maybe find pictures of other microwave dinners that are real and use an existing tray?

most anything you 3D print, you may not want to put into a microwave or in your mouth. Unless you know for a fact it is able to take heat and made will all food safe materials.

@Abelugo
I do intend to use a tray from an existing meal its sealing the paper top that's the problem

For the seal you can just use a double stick tape or the 3M stickier booger style double stick.

Once you get your real meal tray you will see the printed top paper cover is about 2-3 layers. Printed paper, soft white paper like thin cardstack, then either plastic or a foil line layer.

Or

You might want to check to see if clear protector vinyl that is used on ipad screen will stick, then you can just 3d spraymount your printout to it. It is kind of like making a static cling. But it depends on the dinner tray material.

please post pics, sounds like a cool project.

Not super permanent, but there's press'n seal cling wrap.

Are you planning to just put one carrot in the tray? Or wouldn't it be easier to find something with carrots? If you can find a similar pre made meal, maybe all you'd got to do is print the graphic on a sticker paper, cook the meal, and stick the graphic right before you serve? Would take you a sec to do, and would probably be the safest way I can think of.

I know, its just hard to find just carrots int the stores I've looked, I'm considering just using it as a gift box and using normal glue

You might have better luck with finding a tray of mashed carrots, rather than a tray of whole ones. I know it's not the same, but it would be close.
