As far as I know, nobody does it, yet. Only very few people have made it, and each one by itself.

I have been researching the jacket. My intention is to have drafted a pattern by the end of september, and then hire a seamstress to make a number of them before the end of this year.
Myself, I want to have mine ready for a visit to Finse, Norway at the 30th anniversary of the filming of the outdoor scenes.

Corellian Exports has made the badge that goes into the chest pocket, but I have not found a source of the comm pad on the left gauntlet, so I will be sculpting that one myself and then get someone else to cast it.

The gloves without the comm pad are only grey leather welding gloves. They are plentiful and cheap, but often made from very poor-quality leather. I got mine for 2 £ / pair (!), but had to buy three pairs to get one that was good enough, and I had to replace parts of a cuff with material from another one because it had print on it.

The last item unique to the Snowspeeder pilots is a fabric helmet worn underneath the hard helmet. The rest of the costume is a normal X-wing pilot costume, except that neither the white wrist comm pad or "arm tools" are needed.

I think that the best forums for the Rebel pilot costumes are the Rebel Legion's forum, and the Ultimate X-wing Pilot Thread on this forum.
There can sometimes be a lot of activity going on in regional Rebel Legion bases and outposts, including group-orders of costume parts, so I suggest that you also check out the msgboards for those Rebel Legion units that are close to you.

Edit: DAVIDYR1 may be doing a run of jackets in the near future. So far there is only the research thread.

This is very ironic, I was considering starting the very same thread after Dragon*Con!

I already have a complete pilot costume, so adding the bits for the snowspeeder pilot costume would add to the costume repertoire.

Can you keep in the loop on the jacket as well?

For the commpad on the glove, there were some resin ones available, need to look for some sources, but it is a very simple design that can be hand made.

And yes, the Rebel Legion and the X-Wing pilot thread here are the best resources you can use.
 
I don't know if this is well known now but it is something I have been trying to tell people who do the this costume:

There is a rank badge on the right upper chest. When I say "rank badge", I am talking about the square badge with the red or blue round pips. I call that other thing mentioned above that goes in the designated coutout pocket an "ID badge".

The badge and rank are worn just like they are worn on the ground officer outerwear (like Luke's taun-taun patrol garb). Most of the time the rank is hidden under the vest but there is a rare shot of Luke inspecting his X-Wing prior to leaving Hoth. He is underneath with the X-Wing with his arms up in the air. You can see it there. I've seen some other images where you can see a small bit but it is hard to tell unless you know.
 
I always thought the cold weather jacket completed the X-Wing Pilot outfit. Even when like was pulling himself out of the muck on Dagobah it looked right.
Definitely my favorite version of the pilot and the one I would most like to do.

Agreed. Navy Pilots have two versions of their Nomex jackets. One is the standard version and the other is a heavier cold weather version but they look the same. I would like to think that there are X-Wing pilots that wear a lighter weight version of the flight jacket for a little added warmth (not only in arctic climates). Of course they would wear there standard gear as well (black boots, black gloves). Maybe even a removable collar.
