What to use?

Here is my sculpt of a Senate Guard Helmet.
I am looking for a light weight material to use in the mold to make the helmet.
Any suggestions? I have seen other helmets in person, that were very light, not fiberglass.
Any help would be appreciated.

My guess would be fiberglass, but you stated you've seen helmets lighter than that in another medium.
I'd then suggest possibly roto-casting your helmet in resin, but I don't know if that would be lighter than fiberglass.
 
Certainly the lighter the material you use the less sturdy it will be. Generally speaking.

Also "properly" laid fiberglass can be quite thin and light. But most people who throw glass in this hobby use a garage or sometimes called "movie" style, which is a faster kind of easier method of tossing something together for display only or short term usage.

What is the end usage going to be?

Its for my wife's Senate Guard costume. I originally bought one from a member here, it was really light, like a resin.
Unfortunately, it dropped and broke. Plus it was a bit on the small side, so I resculpted it to be larger.
Eventually, I would like to vacform one, but for now, I would like to know if there are any helmet makers with some suggestions.
