It means that those threads contain new posts since you last viewed the thread (if ever).

Dark RPF logo means there are new posts in that thread since you last visited it/marked it read.

Light RPF logo means no new posts.

The tag means that someone has added a grouping tag or phrase to the thread when they created it.
