I was lucky enough to see these costumes. I'm trying to work out the fabric. It's definitely not ripstop, but could be a unique fabric made for the movie. Which happens a lot. Thoughts?

That is definitely ripstop.

Since the actual item is long out of stock. (Made in 2001)I was able to locate a reasonable substitution below:

What do you think, and where could I find a pouch to put it on my belt?

Yes. It could be either 100% cotton ripstop or it could be 50%-50% nylon-cotton blend or 65%-35% polyester-cotton blend. All 3 types are common.

So when I've looked for ripstop, the only stuff I find is the kite material. I have to specifically look for cotton ripstop to find something worth making a costume from. This isn't clear if you're doing research on this yourself and no one is saying it specifically. Glad that's clear now.
