It really looks to me like the Knights and Knaves guys in Labyrinth, unpainted and hairless. It looks less alien and more dog-like to me.

I don't think its from Star trek. i just did a quick search of the two pub scenes, which i would think would be the most logical place to see it. it could be elsewhere in the movie but i doubt it. still really cool looking, i would love to know where it really came from. it sort of looks like it could have been in a power rangers-esk movie done in the late 90's, not sure the name "warriors of virtue" or something like that, but i think they were kangaroos tho, maybe another character

there were practical aliens made for the first JJ Star Trek film that were not seen in the final cut. Its been some years but that does appear to be one of them, more particular one that had been tossed around in a parts box and carted all over the US on small budget films. There was also a hero animatronic one made as well.

really strikes me as a 90's production piece, the design and also the style of it.
