Trouble with Dark Knight neck armor

Hey guys,

brand new here, but I have a dark knight cowl with the neck armor that didn't come with Velcro on the neck piece so I need to fabricate that in. Trouble is urethane isn't responded to any standard adhesive thus far. Can someone either post a picture of the method they used or briefly explain to me what I should do? Thanks in advance for the help.

From what I can gather the best way is a gel type of super glue. I used this to attach the liner of both my cowls and it works great. Also read this is the only way to attach velcro to the front of an 89 cowl to secure the emblem.
