If you take a good look at the Cars in the Re-booted Total Recall they Look like the cars from Demolition Man and also those Robots look like they are right out of Halo or is it Mass effect

Those are droids, but my understanding is there are officers in armor too.

It's pretty clear that they are droids if you look at their necks. Lots of tubs and wires.

Still, you could still make a suit of them pretty easily.
