So, etched, I'm thinking? Or perhaps cast & metalised like the Cyberman parts (would explain the colour):

Actually, looking again, it looks like the engraved part is a maybe stuck on there? Like an aluminium disc with the etched gliffs?

Looks to me like it was made separately and then cast and attached. I agree it looks like it could have been made from the same type of material as the cyberman helmets. A very nice prop !
