... but does anbody know what this is?

I am pretty sure that it is a military first aid kit ... but which army, nation, time, etc?

I want to say this is a vintage mess kit. I’ve seen many very very similar to it but none exactly like it. The fabric is throwing me off because it seems more like a puttee.

Edit: specifically a winter mess kit due to the fabric
