So looking at this and if its just straight up domino's and Mahjong the outer numbers have to match the titles next to it to place it like we see in the picture and mahjong part is in the center of each title is a different suit/symbol.. match the outer title gets you so many points but matching the two titles center suits/symbol gets you maximum number of points what I am not sure of is the number of titles total and number each player gets as well as what number or suits/symbols are in each set.
dominos is 28 titles per set mahjong is 146 titles per set
