You can simulate fabric by using... ONE - PLY toilet paper. I kid you not. Just get yourself that janitorial stuff they use in schools and the military. Take you some Elmer's white glue, thin down with water, dip that institutional TP in it and then form it into the garments/shapes you want. When dry it holds shape, is tough, takes paint and looks just like scale fabric. It's an old trick.

I've also seen people use sand paper for the carpeting in 1/24 (ish) scale autos... painted to the correct carpet color it actually lookes pretty decent
