Requirements to be considered for an oscar?

Hey there - lastnights award show got me thinking... is there somewhere I can look to see what the requirements are to be considered as a nominee for an academy award? Specifically for things like "best short film" or "best documentary"? It sparked my interest when I started thinking about if there is a required length, or a certain number of theaters it has been shown in, etc. Does anybody have a link to the official requirements?
 
On thing that needs to be changed is the bit about only playing in LA and NYC for eligibility for that years awards. If you can't release it everywhere, or worse, simply refuse to, but the end of the the calendar year for everyone, it shouldn't be eligible until the following year.

That cuts down a lot of potential indie films, and especially documentaries and shorts.
 
Make it just a requirement for best picture then. I'd find it different for a film (indie, doc, or whatever) that NEVER gets wide release. What bothers me is studios that rig it so that they release what they feel is their oscar worthy movie at the last second, and only in those two cities - even though it was complete 4-6 months prior. Basically doing it as a publicity stunt to cry 'i'm oscar worthy'.
