Yes possibly so - it's completely safe to use on skin. You mix the powder 3:1 with water to make the mold and it sets very quickly, in just a few minutes.
If it is Alginate, then it is subject to rapid shrinking; not ideal for making duplicates. I think it is more as a very short term intermediate for those things not suited to RTV; such as body parts.
