Programing light sequences?

Does anyone here do custom IC circuits that control LED lighting? I have projects that involve lighting sequences of different patterns and need help.

I need approx 20 white random LED's.....slow movement pattern, some staying on longer than others....at least 6-10 of them on at a time!!??
