pepakura ethics (or is it ok to make moulds/bucks from pep files?)

Can some one take the publicly available pep files, build a part, finish it nice and smooth, cast it, and sell the casted pieces? Would this person be considered a re-caster? They did create the master mold from the pep files and bondo sculpt.

I saw so many arguments going each way, I couldn't really find any resolution. Cliffs on the final decision?

If the original 3d modeler says it's okay, it's okay (Just like if an original propmaker says it's okay to replicate their work). If not, same issue as recasting and the nasty can of worms that entails.
