hi I am new and on a buget how can I  create a predator cheaply but one that looks far from cheap

If you're on the desktop site, go to the top of the page. Type "budget build" into the search box at the top center of the page & change the option from "this topic" to "forum". Click on the magnifying glass & viola - It's a pretty nice goldmine.

I saw the mr I build was very interesting

as I am only 5'5 I am concidering basing my pred on being a youngster maybe ready for his first hunt so if I use a muscle suit like the mr I suit would it need extra bulking the muscle

I'm 5'6 and did the Mr I suit, but did some allot of alterations to it before the latex.  You can see my suit build here...

That makes it pretty hard then. Liquid latex is easy to use. The minimum room would be a standing duct tape mannequin of yourself and room to paint.

Other options are buying, not cheap. Making cloth shirt and pants look like a predator.

I'm allergic to latex so I did a pair of tight flesh colored pants and shirt and then just painted them with fabric paint.  It looks decent, and I'm sure under the netting and armor, you won't be able to tell much.  http://www.thehunterslair.com/topic/30446-annastasia84s-predator-wip/ is a link to my build thread and it has a pic.  Good luck!
