It's also a retake on an original series episode with a guy who has a watch that stops time. They basically took two good stories and made an even better one. I only remember 3 or 4 episodes of the 80s show (i was like 5 so it had to be flashy for me to remember lol).

Totally not what you're looking for...but I would have my "former film student" card revoked if I didn't mention Alain Resnais' Hiroshima, Mon Amour in this thread. Classic of the French New Wave cinema. Haunting.

But no cool explosions.

great film
low budget but artfully done. good cast and I always enjoy powers booth. his trademark sneer is fantastic and rebecca de mornay is in as window dressing yum

Technically, Independence Day, Beneath the Planet of the Apes and Dune should be on the list too.

but those aren't nuclear "war" movies. Not in the sense of the entire war being a matter of nuclear exchanges (or at least dominated by them). In Dune, House atomics are only used to breach the shield wall around Arrakeen, and then it's back to desert power and pissed off sandworms to win the day.
