I've been trying to come up with how to make one of these (among other arkham suits) for a long time, but my perfectionism keeps hindering me.
For the sticks you could...
Get 1" pvc pipes, cut them to scale length wise, get cardboard, cut out the mace appendages and glue them to it (and paint). If you wanted lights, you could drill out some holes on the ends of the pvc, install an LED or two and put hide the battery inside of the pipe itself, but you'd probably have to cut open the pipe then hinge it so you can access that.
For the suit, and this has given me the most trouble, perfectionist remember

If you want the raised detail, then you probably will have to sacrifice A: the transparent look and go with Eva foam, or B: Money and find someone willing to sculpt the parts out of clay and cast in a clear flexible resin or polyurethane (don't quote me, I haven't done it before). And with the eva foam, it would be more like plates, than the continuous line. At any rate you'll probably have to spend some money on this if you really want it, you can always comission a sub dye suit from a member on here who goes by Sonjou, his website:

By the the prices of the prints, and that's just the design, not the actual printed material mind you, I don't even know how much this route will be, given I don't know the cost of sub dyeing, and it's going to have to get sewn, by either yourself, a friend, or a professional seamstress/seamster.
