I think the confusion is that the Hot Toys are 1/4 figures, where as the Legendary Scale are 1/4 maquettes.

Yup, sorry about that. I was thinking you had it mixed up with Hot Toys upcoming 1/4 scale figures. Unlike the Premium Format and maquettes, they are actual figures.
