does anyone have any files for mr freeze arkham city because I really want to make one and I dont know how to make files so does anyone have any to use

Just download XNA Lara which is a free program. Then go to this deviantart page where you can download the game models. Open the models in XNA Lara and export the model as an OBJ file. Then you can open it in pepakura.
