Use a plastic primer. Fusion from Krylon is a plastic primer. Sanding may not help. Once it has the correct primer you can paint it with anything.

Thanks for the primer tip. I bought that killz primer from lowes originally. When I get a chance, I will get smaller rings for my boots. Then try that primer.
 
Well I made it to myrtle beach, sc. This is where they have a Halloween costume contest. Top prize $5000. Looking over stuff now.
 
I got to fix my boots again. I think those rings are too heavy for rubber boots. I brought hot glue gun, gorilla glue, and some industrial Velcro (I love this stuff). That should fix the problem.
 
Since my backpack pulls my front armor up which jabbs me in the throat, have an idea how to fix it. You know how they have the foam that wraps around a pipe for insulation? I was thinking of getting a piece of that to put around front rim of armor, then make a slit on the back for my helmet to slide into. That way my helmet stays on straighter, and my armor doesn't keep pushing against my throat every so often. What does everyone think?

The only thing is that my armor is shiny, and gray I think is a dark grey.
