I'm putting together a Luke X-wing pilot costume display and I can't for the life of me figure out how to fit a pair of jack boots on to the mannnequin's feet without cutting off the feet or cutting the boots which I obviously don't want to do.
Does anyone have any suggestions?

Just cut the toes off the feet and you should be able to make the feet "turn the corner" to get the boots on. If not just keep cutting until they do fiit. Then add packing (wood, dense foam, etc.) to the toes of the boot to stiffen them up. A support tie to the lower back or the neck to the nearest wall will keep Luke stable. I don't know any other way to do it without damaging the boots. When I built museum displays, the mannequin was always the first to get cut since we could not damage the artifacts. Believe me, you will not miss the toes!

I used to do this on custom 12" SW figures. When I saw this post I was thinking to do exactly that, but figured there's no way you'd do that on a real mannequin. :lol

I've never had a problem with boots on any of my mannequins.
I just push the foot in as far as possible and then 'wiggle' the boot around- especially at the heel area.
Eventually the leather tends to stretch allowing the heel part to slip in.
Never had to do any cutting.

Ask me again, though, when I try to get them off!!
