Anyone know anything about the belt buckle worn by Hoth rebels?

To me, it looks like some sort off the shelf military buckle with a little greeblie added to the front of it. As to which military it might be I have no idea but it's either and old field belt buckle from around WW II or earlier or some of dress uniform belt buckle.

I agree, it's done just like the Imperial Officer's belts. A regular rectangular buckle with something glued on the front of it.

I think I found the exact original prop of the Hoth Trench Trooper belt buckle.

It is called a "Ministry of Defense plate" or MOD plate and looks to be the perfect size, has the curved side edges, and the belt loops. It makes sense that it is regular issue British surplus.
