HI new to cosplaying and looking for Help!! Star Wars build

Hello. I am trying to put together Captain Phasma costume and having trouble with her cape. I know the material is some type of Canvas Cotton but it has been coated with something. Read that it is a binder agent? or Plasticity paint? I know neither of these items/sprays/chemicals. Can anyone out there help me to figure it out.
