HELP: Evil Delsin Cosplay

Hola! I wanted to cosplay Evil Delsin Rowe from InFamous: Second Son, and have run into a bit of trouble.

So I know where I cant get the black vest from and the hoodie and what not. But I wanted to make the large claws that Evil Delsin has when using the "video" power with evil
karma.

The claws seem to only have three talons, but i wanted to change it so it looks more like Nero's claw from Devil May Cry, only slightly larger.
My idea was to make the claws out of some type of fluro-coloured plastic to make it look like the "video" power.
But i'm unsure about how I'm going to bend it into shape or let alone get that much plsatic at a budget of about $130

Any ideas on how i could make these claws??? And make them look like the video power???

The packing foam sheets could work. I like that idea for a cheap prop.

I'm sure I've seen people make props similar to this if they're doing a fire or ice throwing character. Maybe use some clear PETG plastic sheets that most use for vacuum forming. You could get it for fairly cheap. then heat the plastic with a heat gun or kitchen oven, then drape the plastic over the frame and make sure it wrinkles pretty good to get that uneven, shimmering effect. When it cools, it'll keep the shape and you could remove the frame. You could dip it in dye to get the colors tinted on it and then put some LED's inside.

Also to break up the light more, you could crinkle some kitchen plastic wrap and have a layer of that inside too. Put a wooden dowel on the inside as a handle and then you can hold it while it's lit up.
 
a plastic Halloween pitch fork will give you a base for three prongs to extend from and wrapped plastic will defuse the light source

Thanks for the idea man! I think the packing foam is a great idea! I'll be sure to try it out and update this thread when I do!

I really like this idea as well! I'm gonna experiment with both of these ideas. I especially like the heating the plastic sheets idea, I'll update this thread again once I make more progress!
 
Oh btw with the EPE foam, which type were you referring to? The thick sheets of it? Or the thin wrapping type?
 
Oh right, thanks for clearing that up, I think I'm going to combine both ideas, as I want the claw still looking bright red even if I'm outside during the day
