When is this supposed to be set? I get a set in the past feeling, but the fact Gizmo goes by Gizmo suggests it’s in present day.

Maybe both past and present. It says in the trailer that no mortal has seen a Mogwai in centuries...but also Zack Galligan is in the credits, I assume as Billy.

It looks like it's set in the past to me, sometime around the late 19th or early 20th Century in China. The fact that Gizmo goes by Gizmo probably is just so that he has a name (and a recognizable one at that) even if it actually wasn't given to him yet at this time.

Well, if I recall correctly, the old man who was taking care of Gizmo just referred to his as Mogwai, as there was only just him. So, if they needed a name for him when he was in the past, they could have stuck with Mogwai, though he’s recognizably Gizmo. But, I get it, it’s an animated series, more than likely geared towards kids.
