Ghost Rider SoV jacket burn effect advice

Hey guys I'm looking for some advice. I am building a Ghost Rider spirit of vengeance costume and I need to replicate the melty tar burn effect on his jacket if you guys have any advice I'd greatly appreciate it!

Experiment with this:
Make the basic pattern with E6000; once that dries completely, paint it with black PlastiDip

Thanks I didn't think about the e6000 I was using the thick gel weldwood rubber cement
