Flexbond or PVA glue?

I've been using Flexbond since the beginning of the year and find it to be more convenient of a primer than Plastidip for my foamsmithing builds since I live in England where the weather is inconsistent and I can't afford a spray booth. However, I'm a bit confused. Flexbond (which I bought from Cosplayshop.be) looks like PVA glue, smells like PVA glue, has a similar texture to PVA glue. So what are the differences between PVA glue and Flexbond?

P. S. Anyone who's made a shield and primed with Flexbond, do you Prime the whole shield or just the areas people will see?
