I know what you mean -- I've seen knobs with numbered skirts too -- but they twiddle that knob on the show, yet the numbers never rotate. It's possible the knob is glued down and not really turning when twiddled, but the one on the left isn't glued down, so there's no particular reason to expect the middle one is.
Also, there's a tiny white mark at the inner edge of the numbers, on the knob -- I believe that's the white line on real skirt of the knob. It's at the 10 position in one shot, and at the 4 in another shot of the same prop.
So I think it's the brown knob already identified, the one I have here with the short skirt with the white line on it. It's possible the numbers are a skirt scavenged from another knob, but more likely to my mind (given that there are more than one of this prop) is that the same method as produced the other graphics on the faceplate was used to produce the numbered disc as well, especially as the numbers photograph identically to the other markings as regards reflection and shadow.
I'm positive the skirt and numbers are part of the knob and not etched into the faceplate.
