i am wanting to send a sterling with deactivation certificate to Europe from UK does anyone know if its ok?

Are you shipping within EU, or to an European country outside the Union? If shipping Intra-community, customs is not the problem. The only issue that might arise is whether the deac Sterling is legal in the receiving country. UK deactivation procedures might not be approved there. This is for the buyer to ascertain.

Sweden, for instance, considers deacs as firearms, that is, a Swedish owner must apply for a license for it. Something like "if there's ever been a serial # on the receiver, it's a gun" kind of thinking. Even if the firearm is irreversibly altered, this applies if the receiver and barrel have once been functional. Go figure...

So in your case, the buyer must check with his local police about the legal side of owning a UK deac. Still, as for shipping it within the EU, as long as it's done by surface transport, there shouldn't be any problems. Weapon-like objects are prohibited aboard aircraft, so Air Mail is right out.
