Nope.
The reason why these 13 episodes exist is because they were made with the idea that the Clone Wars would have a season 6. If you remember, almost right after the they pulled any new episodes from CN, they showed us the scene of from the first episode.
These episodes were not just dreamed up to add 13 extra episodes. They were going to happen. Most likely the other 7 episodes of the season were going to be one arc about Maul and the other about Ahsoka.
Right after the announcement of sea on 5 being the last season on CN, Dave F. tells us:

Filoni also talks about the Order 66 story arc, the fate of Ahsoka Tano, and the possibility of more stories from
The Clone Wars appearing in some form.
These two quotes are from the EW interview this past Friday, 7 MAR: 'Clone Wars' director Q&A: Final episodes answer big 'Star Wars' questions | Inside TV | EW.com
Regarding Ahsoka: "Obviously there were plans for Ahsoka that haven't happened yet. [...] That story isn't finished yet but I'm still here so you never know."
And regarding more content gleaned from planned episodes: "I'm sure we'll find a way to find root for them in some manner in the future. I hope to be around for a long time."
Also, I think you mis-remember what Dave said before. He always intended for Ashoka to walk away from the jedi and off into the sunset. But it was not the end of her story. But I do believe he said that if that was to be the end of her story (because they were unable to tell anymore stories), he would be happy with it ending that way.
I never understood why people think Ahsoka leaving the jedi was the end of her story. "Hey everybody. Luke is separating from his group on Endor. I guess we are done with his story." "It's called The Clone Wars", not "What Happens inside the Jedi Temple."
Don't take offense, but if it is between Disney/LFL and… well… anyone who is not. I am going to side with Disney/LFL and accept the fact the these last 13 episodes are Season 6.
