Captain America Costume

Would anyone know where to find a costume maker who can create a head-to-toe Captain America costume on a budget? A friend of mine in San Clemente California is interested in getting something custom made for himself and he asked me to put the word out for any leads on someone who has made one or can make one.

My suggestion would be one of the cheapos at a halloween store or party city. If they have one. Costume makers don't come cheap. If you want cheap go to Wal-Mart.
