The banned members thread used to be easy to find... now I don't know where it is.

That's where it used to be bu the announcement section is open to non-members and the staff thought it would be a good idea to not have the banned list public.
You are right. It SHOULD be in the announcements section. The reason it is not is that the announcements section is public and the Q&A section is not.
And... if I would read the whole thread before responding... OB answered it perfectly.

To answer your question, a Premium member (who has the ability to change their user title) could change their title to "BANNED" or virtually anything they like, but chances are, if BANNED is under someones name, it is because for one reason or another, this site simply wasn't for them.
We try to keep the Banned member list up to date, although a few slip through the cracks from time to time, and you can usually find why a member was banned there.
Some people might not believe it, but banning is an absolute last resort for us and we do everything we can to avoid banning someone. A lot of people see banning as a punishment or as some type of power move. The truth is, banning a member is us (the staff) accepting that the member is simply unwilling to be a homogeneous part of the community, whether that is due to an inability to interact with others in a reasonably sociable manner or due to an inability to come through on the sale of an item, or due to them being a spammer. I am very thankful that the ban list isn't larger than it is, and that is primarily due to many members being willing to mold themselves to the community standard, even if that is not their natural state of being.

Another potentially silly question, do you have to be at a certain level to have access to that portion? I don't have that in the drop down section of the community, unless I'm just not looking in the right spot.

By your join date and number of posts you should have access to everything here.....
It is not in the drop down menu......
Click the big RPF icon at the top of the page to take you to the main page.
Scroll down to the Community section and click on the Questions and Suggestions forum.
Click on the sticky Stuck: Member Ban Log

Not sure why it is not showing up in the drop down. If you go to our home page and scroll to the bottom, you should see the questions and suggestion section.
