Question about "Jaws"

They didn't "make" it flicker, the foam is constantly in motion and hand drawn animation tends to be jerky. And algae glows brighter when it's agitated like in the wake of a ship (or barrel in this case) which is why it makes me think of that.
 
The thing is, only a very small fraction of people know about bioluminescent algae, so most moviegoers would have no idea that that’s what it was supposed to be. Plus, that tends to be blue, not green. No, this was simply a failed attempt at trying to dim the sunlit highlights.
