Why is the Incredible Hulk the red headed step child of the MCU?

It clearly is part of the universe, it rests between Iron Man one and Iron Man two. So, why is it not on Disney+ and part of the timeline order of movies in the MCU? I understand why Spider-Man is not on Disney+, but this is one of their own.
 
Universal still owns the rights to it. Its not a Disney/Marvel property.

Marvel paid a ton of money to Universal for the solo Hulk movie in 2008, the current contract allows Marvel/Disney to use Hulk as a non-staring character but they can’t make another Hulk staring movie without negotiating a new contract. That’s why he’s in a lot of Marvel movies, but only as a supporting character.

That's true for the character, but he's asking why a specific film isn't on Disney+. The reason is because its not their film to stream.

You are correct, I mis-read what he was asking. I think The Incredible Hulk is on Netflix.
