Who makes the best Anakin Skywalker outfit from ROTS?

No one, that I know of, sells the whole costume as a complete. You'll need to find different dealers that sell all the pieces and assemble it yourself. When I made my Anakin last year I got my tunics from Captain Carter, made the leather tabbards myself, made the belt myself, bought the pouches on another forum, got miscelaneous parts on eBay, the boots from Motorcowboy, and the glove from DavidYR1.

There is a rather lengthy thread over at theforce.net about the Anakin ROTS costume(Anakin Costume). Can't speak for most of the costume, but I make (probably) the most accurate set of glove buckles (RPF glove buckle thread) and I did a damn fine saber for a friend (Primrodo's saber). The pics don't seem to be loading for the saber so here is a pic from my 'private stash':
